You are either paying what the Government thinks you ought to pay (the nebulous &quot;fair share&quot;) or you are not.

However, it does strike me as odd that they would seek to blur the distinction between avoidance and evasion when you have a system of self-assessment. On the other hand, I guess you can always offer amnesties to tax evaders. :-)</description>
